| महोदय/महोदया, एचपीसीएल ने अपनी खुद की साइट ई - खरीद ( http://etender.hpcl.co.in/ ) शुरू किया है, जिसमें टेंडर फ्लोटिंग एवं निविदा की बोली लगाने की ऑनलाइन सुविधा है। इसके अतिरिक्त निविदा ओपनिंग ऑन लाइन हो जाएगी एवं इसे इस साइट पर देखा जा सकता है। इसके पश्चात हमारी सभी निविदाएं उपर्युक्त साइट के माध्यम से की जाएगी, तथापि हम योजना बना रहे हैं कि निकट भविष्य में 100% निविदा के बारे में पूछताछ ई-अधिप्राप्ति द्वारा ही की जाएगी। यह सूचित किया जाता है कि निविदा की मौजूदा मैन्युअल प्रणाली धीरे-धीरे निकाल दी जाएगी एवं सभी टेंडरिंग केवल ई-अधिप्राप्ति प्रणाली पर ही होगी। बीड एवं डाटा एक्सचेंज की गोपनीयता एवं सुरक्षितता बनाए रखने के लिए खरीददार साथ ही साथ विक्रेता द्वारा डिजीटली हस्ताक्षर प्रमाणपत्र द्वारा परिचालित प्रणाली का उपयोग आवश्यक है। प्रणाली में स्थित डाटा एक्सचेंज को डबल एन्क्रिप्शन करना होगा जो डिजीटल हस्ताक्षर प्रमाणपत्र से कार्यान्वित होगा। यह अधिकतम संभव सुरक्षा सुनिश्चित करता है। विषय के निविदा आप को एचपीसीएल के ई - निविदा प्रणाली में भेजा जायेगा। आप http://etender.hpcl.co.in मे निविदा को देख कर बोली लगा सकते है। यदी आप एचपीसीएल मे रजिस्टर विक्रेता है तो , आपको अपने सप्लायर कोड नंबर - (8 अंक पंजीकरण नंबर) और पासवर्ड (जैसा कि एचपीसीएल विधेयक ट्रैकिंग सिस्टम (बी टी एस) में उल्लेख किया है) के साथ इस साइट पर लॉगिन करना है। ध्यान दें: ई - प्रोक्योरमेंट साइट सभी पंजीकृत आईडी पर निविदा से संबधित ई - मेल भेजता है। आपका ई - मेल आईडी हमारे डेटाबेस में उपलब्ध हो और नहीं भी हो सकता है। इसलिए आपसे अनुरोध किया जाता है कि आप अपना मान्य ई - मेल आईडी पंजीकृत करा ले। जिससे कि भविष्य की सभी सूचना सही व्यक्ति तक पहुँचने सके। कोई भी प्रमाणपत्र जारी करने वाले प्राधिकारी जैसे - सिफ़ी, एन-कोड सोलुशन्स, एमटीएनएल, टीसीएस आदि से डिजिटल प्रमाणपत्र प्राप्त करें और इसके सार्वजनिक कुंजी को इस साइट पे अपलोड करे जिसे बाद में एचपीसीएल द्वारा मान्य कर लिया जाएगा। आप ई - प्रोक साइट पर अपलोड प्रमाणपत्र के बिना अपनी बोली तैयार कर सकते हैं, लेकिन आप अपनी बोली तब तक प्रस्तुत नहीं कर सकते जबतक कि आप अपने प्रमाणपत्र को अपलोड नहीं कर लेते। आप संलग्न पुस्तिका को डाउनलोड कर और अधिक जानकारी ले सकते है। ई - प्रोक्योरमेंट पोर्टल पर पंजीकरण / भागीदारी से संबंधित किसी भी प्रश्नों के लिए, आप इन्हे संपर्क कर सकते हैं: आप किसी भी मुद्दे के स्पष्टीकरण के लिए अधोहस्ताक्षरी से भी संपर्क कर सकते हैं। धन्यवाद एवं सादर, जे बी खड्गी प्रबंधक – परियोजना- एलपीजी दूरभाष : +91-22-22637020 फैक्स : +91-22-22613656 e-mail : khadgi@hpcl.co.in Sir/Madam, HPCL has launched its own e-Procurement site ( http://etender.hpcl.co.in/ ) wherein tender floating and submission of bids shall happen on-line on the site. Additionally tender opening shall also be on-line and can be witnessed on this site. Henceforth all of our tenders shall be through the above site. We also plan to float 100% of our tender enquiries via e-procurement in the near future. It may be noted that the existing manual system of tendering will be phased out gradually shortly, and ALL TENDERING WILL HAPPEN ON e-proc SYSTEM ONLY. To maintain secrecy and security of bids and the data exchanged, the system operates with the Digitally signed certificate from buyer as well as supplier. Data exchanged in the system shall have double encryption which is enabled by a Digitally signed certificate. This ensures maximum possible security. The subject Tender has been floated to you as an e-Tender in the HPCL e-tender system. You may access the tender in http://etender.hpcl.co.in and bid for the same. For participation on the above site, you need to log-in to the site with your supplier code No- (8 digits Registration No) & password as mentioned in HPCL's Bill Tracking System (BTS). You may Obtain DIGITAL Certificate from any of the Certificate issuing authority such as SIFY, N-CODE SOLUTIONS, MTNL, TCS etc. & upload its public key to the aforesaid site & subsequently it will be validated by HPCL. You may prepare your bid on e-proc site without uploading the certificate, however can not submit your offer unless you upload your certificate. You are also requested to download the enclosed Instruction Manual & refer for further details.
